    Catherine J. Cachero
Catherine Cachero is of counsel in the firm. Ms. Cachero concentrates her practice on commercial litigation and alternative dispute resolution. Ms. Cachero also advises and represents businesses in the areas of real estate litigation, insurance defense, procurement law, employment law and employment discrimination litigation, and regulatory matters.
Representative Matters
Commercial Litigation. Represents businesses in disputes and claims including for breach of contract, bad faith, fraud, misrepresentation, and violations of CNMI’s Consumer Protection Act.

Employment Law. Advises business owners and managers on daily operations and policy issues. Assists business leaders, managers and HR professionals prevent litigation and claims through audits and EEO training. Evaluates and writes management policies and develop standard operating procedures for businesses, including in areas of hiring, recruiting, firing, promoting, payment of wages, overtime, and benefits. Advises employers regarding compliance with federal and local employment laws.

Employment Discrimination Litigation. Assists employers in responding to charges of discrimination, including sex, race, national origin and disability, filed with federal and state agencies, including those before the U.S. Equal Employment Opportunity Commission and CNMI Department of Labor. Represented resort hotel, restaurants, and other businesses before the CNMI Department of Labor on charges of discrimination related to hiring practices that touched upon CNMI labor laws regarding local hire requirements.

Immigration. Advises businesses on employment-based immigration including on CW-1 visa requirements and obligations. Appeared before Immigration Court Judge Dayna Beamer and successfully gained asylum status for a 55-year old Laotian woman who suffered through detention, forced labor and abuse in the re-education camps of the Khmer Rouge regime.

Insurance Defense.
Regularly represents and advises insurers and their insureds on matters related to claims made and lawsuits filed against them.

Procurement Law. Represented client regarding dispute with procuring agency regarding bid submission on an ARRA-funded construction project. Successfully appealed to the Office of the Public Auditor in favor of the client. Counseled clients in preparing and protests and appeals and presenting responses to other contractors’ protests and appeals regarding compliance with specifications set forth in bid documents, including local business preference.

Real Estate Litigation. Represented individuals and businesses in real property disputes including quiet title, partitions and boundary disputes.
Prior Work Experience
Before joining the firm, Ms. Cachero was an associate in the Honolulu office of Carlsmith Ball, LLP. Prior to attending law school, Ms. Cachero worked as a Legal Assistant & Coordinator at Shearman & Sterling in New York, where her work focused on high-profile mergers, acquisitions and complex antitrust litigation.

During college and law school, Ms. Cachero was a law clerk and/or fellow in various non-profit organizations and law firms located in Japan, Cambodia, the Philippines, and Hungary, researching and helping resolve various social and legal issues. Having spent her early years in the Philippines, grown up in Hawaii, and then worked and volunteered in New York, Asia, and Europe, Ms. Cachero brings unique experience and perspective to her practice.
